Disconnecting the power adapter and removing any batteries from the battery compartment to cut the keyboard off from all sources of electrical power will reset all settings to their original factory defaults.  If this does not resolve the problem, check for debris around the Step-1, Step-2, or Step-3 buttons that would cause the button to be stuck down in an activated position.  Carefully remove any debris with a vaccum cleaner crevice tool, the sharp point of a toothpick, the tip of a thin pen-knife blade, or a cotton swab slightly moistened with rubbing alcohol.  If this does not resolve the problem, the unit will need to be sent to a service center for repair.
