Can splits (OR LAYERS) overlap in WK 6600?

I recently bought Casio WK-6600 keyboard. When I'm pressing LAYER button, it appears activated on the screen, however, I don't get UPPER1 and UPPER2 tones options. I rather see my two tones changing whenever I press LAYER key. Your guidance to get two tones layered will be highly appreciated.
